COUNCIL WORK SESSION
September 25th, 2007

The topics that were discussed during the Work Session included the following:
Morrow’s Tourism Director, Mike Twomey, proposed a Christmas signature tourism event to the City Council. The event required a capital investment of Christmas décor that would be initially funded out of the City’s economic development budget and repaid in annual installments from tourism funds. After the presentation, Councilman Huie made a motion to fund the request and it was seconded by Councilman Barfield. Mayor Millirons called for the vote and it passed unanimously.
City Manager, John Lampl, made a proposal to the City Council in relation to the Tara Project for the Olde Morrow District. A draft business model was presented with an action plan for a public/private partnership opportunity. After discussion, a motion was made by Councilman Barfield to transfer the ownership of the Tara Project parcel to the Morrow Downtown Development Authority and to guarantee the Morrow DDA’s debt service financing for a portion of the Tara Project Construction with limitations. The limitations require City Council contract agreements with the Morrow DDA for economic development purposes and guaranteed private sector capitalization. The motion was seconded by Councilman Sorrow. Mayor Millirons called for a vote and it passed 3-1, with Councilmen Sorrow, Slaton, and Barfield voting for the proposal and Councilman Huie voting opposed.
