REGULAR COUNCIL MEETING

September 28, 2004

Mayor Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, Georgia  30260.

 

Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

APPROVAL OF MINUTES:                             Work Session         September 14, 2004   

                                                                        Regular Meeting   September 14, 2004

 

Councilman Huie made the motion to approve the minutes as written, seconded by Councilman LaPorte.  The motion passed unanimously.

 

PUBLIC HEARING:

 

Item 1:  Resolution 2004-12 pursuant to the Disaster Mitigation Act of

              2000 authorizing adoption of the Clayton County Pre-disaster

              Hazard Mitigation plan.

 

 

Item 2:  Resolution 2004-13 pursuant to the basic Local Emergency

              Operations Plan (LEOP) revision/addition under Section IV,

              Concept of Operations, Subsection D, Direction and Control to

              address ICS/NIMS as required by Senate Bill 243, O.C.G.A. § 38-3-57

 

 

OLD BUSINESS:

 

Item 1:   Second Reading of an Ordinance to amend the 1986 Zoning

               Ordinance of the City of Morrow, Georgia, as amended,

               concerning Article IX, Schedule of District Regulations, by

               establishing a Mixed Use (MU) Overlay District as defined as

               Mixed Use on the Future Land Use Map which was officially

               adopted  May 25, 2004,to clarify the intent of these provisions; for

               the health and welfare of the public; to establish an effective

               date; and, for other purposes.

 

Councilman Slaton made the motion to approve the ordinance, seconded by Councilman Sorrow. The motion passed unanimously.

 

NEW BUSINESS:        

 

Item 1:   Melly MeadowsAIn the Fullness of Time@

 

Ms. Meadows requested $5,000 to support the program book for the holiday event “In the Fullness of Time.” Councilman Sorrow made the motion to approve the donation, seconded by Councilman Huie. The motion passed unanimously.  Ms. Meadows presented Mayor Millirons with a plaque.

 

Item 2:  Request for subdivision of property located on Mt. Zion Road and

              described as Shane Company Lot Division at Southlake Pavilion II. 

              Mr. Joshua Taylor, Jamestown, Petitioner.

 

Councilman Huie made the motion to approve the subdivision of property, seconded by Councilman Sorrow. The motion passed unanimously.

 

Item 3:  Resolution 2004-12 pursuant to the Disaster Mitigation Act of

              2000 authorizing adoption of the Clayton County Pre-disaster

Councilman LaPorte made the motion to adopt Resolution 2004-12 as written, seconded by Councilman Huie.  The motion passed unanimously.

Councilman Huie made the motion to adopt Resolution 2004-13 as written, seconded by Councilman Sorrow.  The motion passed unanimously.

COMMENTS:

 

Citizens-

 

City Manager- The City Manager recognized Morrow’s Citizen Corp, CERT, Emergency Communications Fire Department, Police Department and Public Works Department for their collective efforts during the recent hurricanes.

 

Mayor and Council- “Good leadership brings great results,” explained the Mayor when showing his appreciation for our volunteers.

 

Councilman LaPorte recognized Janelle Bridges for her dynamic work assisting victims of the hurricane. He noted Morrow’s terrific group of citizens and volunteers, those whose names are known and unknown for their help to those who were affected by the hurricane, “thanks for your dedication to Morrow and its citizens”.

 

 ADJOURNMENT:  Mayor Millirons adjourned the meeting at 8:00 pm.
