Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                         Work Session – November 14, 2006      

                                                                        Regular Meeting – November 14, 2006  

                       

                        Councilman Slaton made a motion to approve the minutes, seconded by Councilman LaPorte.  The motion passed unanimously.

 

 

PUBLIC HEARING:

                                   

1.   The Mayor and Council held a Public Hearing addressing proposed Ordinances

   2006-11 and 2006-12.

 

Ordinance 2006-11: to amend the City Code of Ordinances, Title 9, Chapter 4, Article G., Adult Entertainment Establishments; relating to the licensing of adult entertainment establishments; to regulate conduct allowed on such premises; to establish enforcement mechanisms to ensure compliance with the law; to provide for severability; to repeal conflicting ordinances; and for other purposes.

 

Ordinance 2006-12: to amend the City Zoning Ordinance, Appendix A, Article IX, Sec. 907A, Sec. 911, Sec. 912, and Sec. 915, Schedule of District Regulations; to amend permitted locations for adult entertainment establishments; to repeal conflicting ordinances; and for other purposes.

  1. A Public Hearing was held for proposed Ordinance 2006-13: An Ordinance entitled  an Ordinance to amend the City Code of Ordinances, concerning Title 8, Planning and Development; Chapter 2, Building Regulation and Code Enforcement; Article D, Unfit Buildings and Structures; Section 8-2-106: Urban Redevelopment Plan(URP). The URP is a general blueprint for redevelopment and targeting of public investments in the redevelopment district.

Citizen: Larry Ferguson, a citizen of Morrow, asked if there were any sketches to show the areas described for the Urban Redevelopment District.

 

City Manager: City Manager John Lampl explained that Ordinance 2006-13 deals with Urban Redevelopment and gives the Redevelopment Authority the opportunity to deal with dilapidated shopping centers and things of that nature.  He stated it was technically described as all non-residential properties and it would allow us to maximize the tools available to us under Georgia law.

PRESENTATION:

 

  1. Mayor Millirons and Fire Chief Mark Herendeen presented a 25 year service pin to Lt. Carl Demarco of the Morrow Fire Department.

 

 

OLD BUSINESS:   

 

  1. Second Reading of ORDINANCE 2006-11: An Ordinance of the City of Morrow, Georgia, to enact a new ordinance relating to the licensing of adult entertainment establishments; to regulate conduct allowed on such premises; to establish enforcement mechanisms to ensure compliance with the law; to provide for severability; to repeal conflicting ordinances; and for other purposes.

 

Councilman Sorrow made a motion to approve Ordinance 2006-11, seconded by Councilman Slaton. The motion passed unanimously.

 

 

  1. Second Reading of ORDINANCE 2006-12: An Ordinance to amend the zoning ordinance of the City of Morrow to amend permitted locations for adult entertainment establishments; to repeal conflicting ordinances; and for other purposes.

 

Councilman Huie made a motion to approve Ordinance 2006-12, seconded by Councilman Sorrow. The motion passed unanimously.

 

 

NEW BUSINESS:      

 

  1. First reading of ORDINANCE 2006-13: An Ordinance entitled an Ordinance to amend the City Code of Ordinances, concerning Title 8, Planning and Development; Chapter 2, Building Regulation and Code Enforcement; Article D, Unfit Buildings and Structures; Section 8-2-106: Urban Redevelopment Plan.

 

  1. RESOLUTION 2006-13: A Resolution acknowledging the City of Morrow’s commitment to the Department of Natural Resource’s Trails Grant program.

 

Councilman LaPorte made a motion to approve Resolution 2006-13, seconded by Councilman Sorrow. The motion passed unanimously.

COMMENTS:           

Mayor Millirons - Mayor Millirons thanked Carl Demarco for his many years of faithful service.

 

City Manager – City Manager John Lampl commented on the Public Hearing. He spoke of the Urban Redevelopment Plan and how they had been in the works for approximately six years now. He reminded the citizens of how they had been a part in the planning by participating in the Round Table meetings. During these meetings, the residents were asked what they ultimately wanted and given a series of questions to answer. Based upon those answers, a series of blueprints were then created including the Trail System, the Jesters Creek restoration project, Gateway Village and others. He stated that this Ordinance was an accumulation of plans, over a six year span, being put into place. 

 

 

 

Mayor Millirons adjourned the meeting at 7:45 pm.
