Regular Council Meeting

November 9, 2004

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

APPROVAL OF MINUTES:                Work Session     -    October 26, 2004

                                                               Regular Meeting - October 26, 2004

 

Councilman Sorrow made the motion to approve the minutes as written, seconded by Councilman Slaton.  The motion passed unanimously.

 

PRESENTATIONS: 

 

Item 1:  Presentation of Service Pin for Fire Department Employee:

 

              Firefighter/EMT Sal LaMarca                            20 years

 

Mayor Millirons presented Mr. LaMarca with his pin and jokingly told him he had heard a rumor that Mr. LaMarca thought employees should get a gold watch and a Corvette after 20 years.  He admitted that he did. He was very surprised when the Mayor presented him with a “gold” pocket watch and two Matchbox Collector’s Corvettes.   

 

Item 2:  Presentation of plaque to Police Officer Bobby Mosteller recognizing

   him as Honorary Public Safety Personnel.  Presented by Deputy

   Grand Knight Charles Scherer of Knights of Columbus Tara Council

Mr. Scherer presented Officer Mosteller with the plaque and expressed his appreciation for all the work he does in the community. 

 

Police Chief Charlie Sewell explained some of the reasons Officer Mosteller was nominated.  He is an outstanding addition to the department, especially as a Field Training Officer.  His fellow police officers look to him as a leader who is a significant supporter of the goals of the department and the City. 

 

OLD BUSINESS:

 

Item 1:   Second Reading of an Ordinance 2004-23 entitled an Ordinance to amend

               the 1986 Zoning Ordinance of the City of Morrow, Georgia, as

               amended, concerning Article IX, Schedule of District Regulations, by

               establishing a Community University Planned District Overlay

               (C.U.P.D.O.L.) as defined in the Future Land Use Map which was

               officially adopted May 25, 2004, to clarify the intent of these    

               provisions; for the health and welfare of the public; to establish an

               effective date; and, for other purposes

 

Councilman Sorrow made a motion to adopt the ordinance, seconded by Councilman Slaton.  The vote to adopt was unanimous.

                       

NEW BUSINESS:

 

Item 1:  A Resolution 2004-15 acknowledging the Mayor of the City of

             Morrow, Georgia’s commitment to developing an LCI study and

             authorizing a cash match equivalent to at least 20% of the total study

             amount

 

Councilman Huie made a motion to adopt the Resolution, seconded by Councilman Sorrow.  The vote to adopt was unanimous.

 

COMMENTS:

Citizens:

 

Mr. Gravitt of Oakridge Drive had questions concerning the Jester’s Creek project.

 

City Manager Lampl explained the stream restoration project is being done by Clayton County Water Authority.  The first phase is finished, and the second phase is under construction.  Before the third phase is started the City will be in contact with the property owners that are adjacent to Jester’s Creek.    Until the trail system has gone through the proper process, such as public hearings and setting of final plans, the City cannot legally have discussions with the property owners.  The City will be working with CHM2Hill and Jordan, Jones, & Goulding, and public hearings will probably be within the next 60 to 90 days.
