REGULAR COUNCIL MEETING

May 25, 2004

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

 

Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

APPROVAL OF MINUTES:                         Work Session     - May 11, 2004

                                                                           Regular Meeting - May 11, 2004

 

Councilman Sorrow made the motion to approve the minutes as written, seconded by Councilman Huie.  The motion passed unanimously.

 

PUBLIC HEARING: 

 

Second Public Hearing on the development of the City’s Comprehensive Plan along with the five-year update to the Short Term Work Program

 

A PowerPoint Presentation was given by Sylvia Redic.  There were no public comments.

 

OLD BUSINESS:

 

Item 1:  Second Reading of an Ordinance to annex property on Harvard  

              Court, Reagan Chase, Carriage Drive, Marion Lane, and Maddox Road -

               Ordinance 2004-11

 

Mayor Millirons asked the public if they had any questions or comments.  Hearing none, he asked the council for a motion.

 

Councilman Sorrow made a motion to approve the Ordinance, seconded by Councilman Slaton.  The motion passed unanimously.

 

Item 2:  Preliminary Plats approval of above mentioned properties to be annexed

 

Councilman LaPorte made a motion to approve the Preliminary Plats of the annexed property, seconded by Councilman Huie.  The motion passed unanimously.

 

NEW BUSINESS:

 

Item 1: First Reading of an Ordinance to modify the “Zoning Ordinance of the City

            of Morrow, Georgia, March 1986,” by adding a Mixed Use Development  

            (MU) zoning district

 

No action needed at this time. Second reading will be June 8, 2004.

 

Item 2: First Reading of an Ordinance to modify the “Zoning Ordinance of the City

            of Morrow, Georgia, March 1986,” by adding a Fee Simple Town 

            Houses (RS-30) zoning district

 

No action needed at this time.  Second reading will be June 8, 2004.

 

Item 3:  First Reading of an Ordinance to modify the “Zoning Ordinance of the

             City of Morrow, Georgia, March 1986,” by amending Article IX, Section

             907A Community University Planned District (C.U.P.D.)

 

No action needed at this time.  Second reading will be June 8, 2004.

 

Item 4:  Resolution 2004-08 to adopt the Official Traffic-Control Map, Community

              Resources & Facilities Map, Annexation Map, Existing Land Use Map, and

              Future Land Use Map   

 

Councilman Huie made a motion to approve the Resolution, seconded by Councilman LaPorte.  The motion passed unanimously.

             

Item 5Update on the progress of Governor’s Office of Highway Safety Grant

 

Sylvia Redic gave the update required of the City at every council meeting informing the public of the grant’s progress.

 

COMMENTS:

 

Citizens: 

 

A complaint was made by two citizens of a house in their neighborhood.  The Code Enforcement Officer will be informed.

 

Danny Rudd commented that Mutual Aid is working well as was shown with a recent fire at a residence on Jonesboro Road.

 

Concerns were expressed by two attendees in reference to property at 1186 Morrow Road.

 

Pam Ferguson explained she is running as an incumbent for Probate Judge and would appreciate everyone’s support.

 

City Manager:   

 

Mr. Lampl thanked Sylvia Redic and the staff for all the hard work done on the Comprehensive Plan.  

 

Mayor and Council:

 

There was no further business; Mayor Jim Millirons adjourned the meeting at 9:10 p.m.
