Regular Council Meeting

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:34 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Councilman LaPorte gave the invocation.

 

 

APPROVAL OF MINUTES:             Work Session                - February 28, 2006      

                                                            Regular Meeting            - February 28, 2006

 

                                    Councilman Slaton made a motion to approve the minutes, seconded by Councilman Huie. The motion passed unanimously.

 

 

            PRESENTATION:

 

      1.  The presentation by Wal-Mart was canceled and is to be rescheduled for a later date.

 

 

            OLD BUSINESS:

 

1.      Second Reading of Ordinance 2006-03 to amend the City Code of Ordinances, concerning Title 4 Public Safety: Chapter 1. Law Enforcement, Section 4-1-6. Traffic Signal Violation Detection System. 

 

Councilman LaPorte made a motion to approve Ordinance 2006-03, seconded by Councilman Huie. The motion passed unanimously.

 

NEW BUSINESS:

 

  1. Approval and signing of contract between Nestor Traffic Systems, Inc. and the City of Morrow.

 

Councilman Slaton made a motion to approve the contract, seconded by Councilman LaPorte. The motion passed unanimously. City Manager John Lampl signed the contract.

 

  1. Resolution 2006-03: Imposing a one hundred twenty (120) day Moratorium on all adult businesses as defined in the Morrow Code of Ordinances Sections 9-4-123, 9-2-45 and in the Zoning Ordinance Section 911.

 

Councilman Huie made a motion to pass Resolution 2006-03, seconded by Councilman Slaton. The motion passed unanimously.

 

3.   First Reading of Ordinance 2006-04 establishing Chapter 4: Sections 5-4-1 through 5-4-12 in Title 5 Public Works of the City Code of Ordinances, pertaining to stormwater utility and for other purposes.

 

 

COMMENTS:

 

Citizens -        A Clayton County resident expressed concerns about the changes in the C-Tran bus stop. The resident was also concerned about the election signs in Morrow being removed.

 

 

Mayor -          Mayor Millirons responded to the C-Tran issue by stating that the City of Morrow has been working with Clayton County for five years. The County has not fulfilled their obligations to clean up the bus stops or to provide sidewalks and shelters.

 

 

Councilman -  Councilman Huie added that the cities within Clayton County do not have control over C-Tran; it is operated by the County.

 

 

City Manager -

City Manager John Lampl addressed the issue of the Campaign signs. All signs are treated the same. No sign is permitted in the right of way and the permission of a property owner must be obtained in order to have a sign posted, or it will be removed.

 

 

 

 

 

 

 

 

 

 

 

Mayor Millirons adjourned the meeting at 8:00 pm.
