Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Mayor Pro Tem Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                        Work Session – June 26, 2007

                                                                        Regular Meeting – June 26, 2007

                                                                       

                        Councilman Sorrow made a motion to approve the minutes, seconded by Councilman Huie. The motion passed unanimously.

 

 

PUBLIC HEARING:

 

The Morrow Police Department submitted a grant for $10,000 to the Bureau of Justice Assistance. This money will purchase tasers to assist officers when negotiating situations which require calming measures. Tasers are effective tools that minimize liability, cause no lasting damage and yet yield the desired result, the submission of volatile individuals. Tasers enhance officer safety while maximizing the impacts of enforcement.

 

Chief Baker presented an overview of the tasers and how they will impact the department. The Mayor and Council commented positively about the use of tasers.

 

 

OLD BUSINESS:

 

1.      Ordinance 2007-05 Second reading of an Ordinance to Amend The Zoning Ordinance Of The City Of Morrow; To Remove References To Overlay Districts; To Make Technical Corrections; To Repeal Conflicting Provisions; And For Other Purposes.

 

Councilman Sorrow made a motion to approve Ordinance 2007-05, seconded by Councilman Slaton. The motion passed unanimously.

 

2.      Ordinance 2007-06 Second reading of an Ordinance to adopt the new official Zoning Map for the City of Morrow.

 

Councilman Sorrow made a motion to approve Ordinance 2007-06, seconded by Councilman Barfield. The motion passed unanimously.

 

3.      Ordinance 2007-07 Second reading of an Ordinance to adopt the new official Annexation, Base, Existing Land Use, Future Land Use, Official Traffic Control, and Resources and Facilities maps.

 

Councilman Sorrow made a motion to approve Ordinance 2007-07, seconded by Councilman Slaton. The motion passed unanimously.

 

 

 

NEW BUSINESS:

 

1.      Declare Certain Property in the Fire Department as Surplus and Authorize Chief Herendeen or his designated representative to dispose of the property in keeping with applicable laws. (Itemized listing below)

Councilman Huie asked that the City to ensure these items were sold in accordance with GMA standards.

 

Councilman Barfield made a motion to approve the surplus, seconded by Councilman Sorrow. The motion passed unanimously.

 

2.      Resolution 2007-12 establishing costs associated with Fire and Emergency Medical Services. 

 

Councilman Sorrow made a motion to approve Resolution 2007-12, seconded by Councilman Slaton. The motion passed unanimously.

 

3.      Due to no agenda items, the July 17, 2007 Planning and Zoning meeting has been cancelled.

 

Comments:

              

                        Resident:         

                       

                        A resident expressed concern about the use of the taser devices with young children. The Chief assured her that using force was almost never used with juveniles unless an extreme case surfaced. However, should a taser be used on anyone the effects are not permanently damaging.  

 

 

Mayor Jim Millirons adjourned the meeting at 7:50.
