REGULAR COUNCIL MEETING

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:32 pm. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

 

APPROVAL OF MINUTES:  Work Session -  December 9, 2003

Councilman C.R. Huie made the motion to approve the minutes as written, seconded by Councilman Thomas J. LaPorte the motion passed unanimously.

 

 

OLD BUSINESS:

NEW BUSINESS:

 

Item 1: Swearing in ceremony.

Mayor Jim Millirons was first to be sworn in. His spouse, Peggy Millirons, held the BIBLE while he took his oath of office. Councilman Thomas J. LaPorte was sworn in next. His spouse, Shannan LaPorte, held the BIBLE while he took his oath of office. Councilman Charles O. Sorrow was last to be sworn in. Mrs. Thelma Ward held the BIBLE while Councilman Sorrow was taking his oath of office. Frost Ward, Municipal Court Judge, performed the swearing in ceremony for all three men. 

 

Item 2: 

Winners of the 2003 Christmas Yard Contest were recognized. The Mayor handed out framed certificates along with a $25 gift card to each of the winners. The Santa’s Favorite House award was to be presented to Ms. Beatrice Spencer of 1749 Stratford Arms Court. However, due to an emergency, she could not be in attendance. The Children’s Choice Award was presented to Clyde and Mamie Jeffreys of 5938 Twilight Trail. And the Christmas Spirit Award was presented to Mr. Jim Duckworth for Skylark Subdivision. A slide show presentation was played showing photos of all the winning houses.

 

Item 3:  Appointment of board members.

Board Members for 2004 were appointed. Councilman Huie made the motion to approve the members and Councilman Slaton seconded. The new Board Members are as follows:

Item 4: The first reading of an ordinance to amend the City Code of Ordinances concerning Title 3, Finance, Chapter 2, Revenue and Taxation, Section 3-2-54, Occupation tax Levied; Restrictions.

 

Item 5: The first reading of an Ordinance to amend the City Code of Ordinances concerning Title 8, Planning and Development, Chapter 2, Building Regulation and Code Enforcement, Section 8-2-4, Permits; Title 5, Public Works, Chapter 3, Solid Waste Collection and Disposal, Sections, 5-2-8, Collection Charges, 5-2-13, Charges for the Collection of Commercial Refuse; Title 4, Public Safety, Chapter 2, Fire Prevention and Protection, Section 4-2-10 (a)(b)(c), Emergency Medical Services; Fees, Title 2, General Government, Chapter 4, Municipal Court, Sections 2-4-11, Fines; Enforcement by Levy and Execution; Payment in Advance of Court Date.

 

Item 6: First reading of an Ordinance to amend the City Code of Ordinances concerning Title 3, Finance, Chapter 2, Revenue and Taxation, Sections 3-2-98, Administrative and Regulatory Fee Structure;  Occupation Tax Structure, 3-2-54, Occupation Tax Levied; Restrictions, and to add Article E Rental Motor Vehicle Tax.

 

Item 7: Mayor Millirons was authorized by the Council to negotiate and settle relocation costs of the utilities on Lee Street. Councilman Sorrow made a motion to approve, Councilman Huie Seconded and the motion passed unanimously.

 

Item 8: Easement was transferred to Clayton County, Georgia, and Clayton County Water Authority to restore, enhance, create or preserve water quality and improve stream habitat pursuant to Clayton County’s Watershed Protection Program. Councilman Sorrow made a motion to approve, Councilman LaPorte seconded and the motion passed unanimously.

 

COMMENTS:

 

Citizens- None

 

City Manager- “We received a grant award this week from the Governor’s Office of Highway Safety in the amount of $15,000. This grant will be used to purchase a speeding trailer to deter speeding and to collect data for profile traffic activity in our City.

 

Mayor and Council- None

 

There was no further business; The meeting was adjourned at 7:55pm.
