Regular Council Meeting

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

                                   

APPROVAL OF MINUTES:        Work Session           -  December 14, 2004    

                                                    Regular Meeting  -  December 14, 2004

 

Councilman Huie made the motion to approve the minutes as written, seconded by Councilman LaPorte.  The motion passed unanimously.

 

RECOGNITION:

 

Item 1:  Recognition of the 2004 Neighborhood Christmas Contest Winners:

OLD BUSINESS:

 

Item 1:   First Reading of an Ordinance 2005-01 to amend the 1986

               Zoning Ordinance of the City of Morrow, Georgia, as amended,

               concerning Article IX, Schedule of District Regulations, by

               establishing a single-family residential overlay district (ORS-80) as

               defined as RS-80 on the Future Land Use Map (Exhibit A) which              

               was officially adopted May 25, 2004. If adopted, this ordinance

               will establish an overlay zone which permits other uses in addition

               to the uses permitted in the existing underlying zoning district and

               will require all development, including renovation and

               rehabilitation of existing buildings and structures, to meet the

               new standards of the ordinance.  

 

Councilman Slaton made a motion to adopt Ordinance 2005-01,

seconded by Councilman Sorrow.  The motion passed unanimously.

Councilman Huie made a motion to approve the appointments, seconded by

Councilman LaPorte.  The vote to approve was unanimous. 

 

Mayor Millirons thanked Councilman LaPorte for his superb job as Mayor Pro Tem

for the 2004 year.

 

Item 2: Setting of the Qualifying Fee and designated days to qualify for the

              General Election to be held November 8, 2005

 

Mayor Millirons announced the following:

 

The City’s General Election is to be held at the Morrow Municipal Complex, Tuesday, November 8, 2005, for the purpose of electing two council members at large.  Persons desiring to qualify for this election may do so at the Morrow Municipal Complex from 8:30 a.m. to noon and from 1:00 p.m. to 4:30 p.m. beginning September 12 and ending September 16, 2005.  The qualifying fee for each council member is $270.00.  The polls will open from 7:00 a.m. to 7:00 p.m. on the day of election.  Should a runoff election be required, the runoff will be held Tuesday, November 29, 2005, at the same location.

 

Councilman LaPorte made a motion to approve election designations, seconded by Councilman Huie.  The motion to approve was unanimous.

 

Item 3:  A Resolution 2005-01 to amend the City of Morrow Personnel Policies and

              Procedures, as amended, concerning Policy No. 9.04, Separation from

              City Employment (Mandatory Retirement)

 

City Manager John Lampl explained this Personnel Policy change concerns employees in the Public Safety field.  After talking with other municipalities and counties, they concurred with the concern that after a certain age, the ability of individuals becomes more difficult to handle public safety requirements.   

 

Councilman Slaton made a motion to adopt the resolution, seconded by Councilman Sorrow.  The motion passed unanimously.
