Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260. Everyone stood for the Pledge of Allegiance to the flag. Councilman Sorrow gave the invocation.
APPROVAL OF MINUTES: Work Session - December 13 , 2005
Regular Meeting - December 13, 2005
Councilman Sorrow made a motion to approve the minutes, seconded by Councilman Huie. The motion passed unanimously.
PRESENTATION:
Mayor Millirons and Chief Mark Herendeen presented a
5 year service pin to Don Reynolds.
OLD BUSINESS:
1. Second Reading of Ordinance 2005-(11) amending
Chapter 2. Alcoholic Beverages in the Morrow Code of Ordinances.
Councilman Sorrow made a motion to adopt
ORDINANCE 2005-(11), seconded by Councilman Huie. The motion passed unanimously.
NEW BUSINESS:
Item 1: Swearing in Ceremony A. Councilman Bob Huie
Councilman Bob Huie was sworn in by Mayor Millirons. Mayor Millirons stated that Councilman Huie was one of the finest persons he had served with, and what a privilege it was to work with him on the team.
Item 2: Mr. Jim Oliver of Grove Park Homes, LLC, petitioned for the review and approval of the Brookwood Estates located in Land Lot 142 of the 12th District.
Councilman LaPorte made a motion to approve the final plat, Lot 142 of the 12th District, seconded by Councilman Huie. The motion passed unanimously.
Item 3: Mr. John Lampl, City Manager, presented a Petition for the subdivision of property located at 1420 Southlake Parkway.
Councilman Sorrow made a motion to approve the subdivision of 1420 Southlake Parkway, seconded by Councilman LaPorte. The motion passed unanimously.
Item 4: Board Members for 2006 were appointed. Councilman LaPorte made the motion to approve the members and Councilman Huie seconded. The motion passed unanimously.
The new Board Members are as follows:

Item 5: The Downtown Authority appointments were made as follows:
Terms to expire 2007
Terry Mobley
Thomas Scroggs
Terms to expire 2009
Councilman Virlyn Slaton
John Maner
Councilman Huie made a motion to approve the members,
seconded by Councilman Sorrow. The motion passed unanimously.
Item 6: First Reading Ordinance 2006-(01) amending Title 4. Public Safety
in the Morrow Code of Ordinances.
Item 7: Resolution 2006-01; increasing the cost of pouring permits
from $20 TO $25 for the City of Morrow Police Department was approved.
Councilman Sorrow made the motion for approval of
Resolution 2006-01 and Councilman Huie seconded it. The motion passed unanimously.
Item 8: Resolution 2006-02, adopting Georgia’s retention schedule as the City of Morrow’s retention schedule, was approved.
Councilman LaPorte made a motion to adopt Resolution 2006-02 and Councilman Sorrow seconded it. The motion passed unanimously.
COMMENTS:
Citizens –
Representatives from the Burbank and Beverly Hills neighborhoods came forward to express their concerns about issues in their area. The citizens asked for information on PROUD officers and information for new residents addressing the rules and regulations for the City of Morrow. City Manager Lampl and Police Captain Chromi responded to the concerned and assured the residents that progress is being made and will continue. City Manager Lampl reminded the citizens that 80% of their neighborhoods were annexed only in the past year and that compliance with City Ordinances can take up to two years.
City Manager –
City Manager Lampl welcomed Paramedic Don Reynolds back and congratulated him on his recovery and continued efficiency.
Mayor and Council –
Councilman Huie recognized his family, wife Becky, Daughter in Law and Grand Daughters Sandra and Amy. He thanked them each for coming out to support him this evening.
Councilman Sorrow stated that he is proud to be a part of this organization
Mayor Millirons adjourned the meeting at 8:10 pm.
