Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260. Everyone stood for the Pledge of Allegiance to the flag. Councilman Sorrow gave the invocation.
APPROVAL OF MINUTES: Work Session – December 12, 2006
Regular Meeting – December 12, 2006
Councilman Sorrow made a motion to approve the minutes, seconded by Councilman Slaton. The motion passed unanimously.
RECOGNITION:
1. The 2006 Neighborhood Christmas Contest Winners were recognized.
A. Santa’s Favorite House: 1786 Mural Drive
B. Children’s Choice Award: 6110 Phillips Drive
C. Christmas Spirit Award: Skylark Neighborhood
NEW BUSINESS:
1. Herb Jones was sworn in as the new Fire Marshall and promoted to Lieutenant by Mayor Millirons and Chief Herendeen.
2. Setting of the Qualifying Fees and designated days and times to qualify for the General Election to be held November 6, 2007.
The City’s General Election is to be held at the Morrow Municipal Complex, Tuesday, November 6, 2007, for the purpose of electing two council members and a Mayor. Persons desiring to qualify for this election may do so at the Morrow Municipal Complex from 8:30 a.m. to 12:00 noon and from 1:00 p.m. to 4:30 p.m. beginning August 27 and ending August 29, 2007. The polls will open from 7:00 a.m. to 7:00 p.m. on the day of election. Should a runoff election be required, the runoff will be held December 4, 2007, at the same location.
Qualifying fees for 2007 are as follows: Council Seat $270.00
Mayor Seat $432.00
3. Resolution 2007-01- A Resolution establishing retention requirements for building permits, electrical permits, plumbing permits, mechanical permits sign permits and related materials.
Councilman Huie made a motion to approve, Resolution 2007-01 seconded by Councilman LaPorte. The motion passed unanimously.
4. Resolution 2007-02- A reiterated call for a referendum election to discontinue the imposition of the local option sales tax (O.C.G.A. 48-8-92).
Councilman Slaton made a motion to approve, Resolution 2007-02 seconded by Councilman Sorrow. The motion passed unanimously.
5. First Reading of Ordinance 2007-01 –An Ordinance entitled an Ordinance to amend the City Code of Ordinances, as amended, concerning Title 4. Fire Prevention and Protection: Chapter 2. Fire Prevention and Protection: Article B. Fire Department: Section 4-2-21 Fire Prevention Code (1) and (4) and Title 8. Planning and Development: Chapter 2. Building Regulation and Code Enforcement: Article A. Construction Standards: sec. 8-2-1. State Minimum Standard Codes, to adopt updates to the Georgia State Minimum Standard Construction Codes with the applicable Georgia Supplements and Amendments; for the health and welfare of the public; to provide for an effective date; and, for other purposes.
6. Annual Appointments for 2007 are as follows:

Councilman LaPorte made the motion to approve the members and Councilman Slaton seconded. The motion passed unanimously.
COMMENTS:
Citizen 1- A concerned citizen expressed his support of the City’s position on the Local Option Sales Tax. He then went on to explain, that while he was not criticizing, he was concerned that the City was getting involved with the Sheriff’s department of Clayton County. He noted that it may not be smart to get involved with a department always associated with controversy. He also suggested that officers leaving the City may not be a good idea.
Citizen 2- The Christmas contest winner from 6110 Phillips Drive, Jerry Cepull, stood to say that he was grateful to the Mayor and Council and the City Manager for all the hard work they do in the City. He went on to say that he too supported the City with its position on the Local Option Sales Tax. He added to the previous citizen’s comments by suggesting that if partnerships between the City and the County were needed to get things done, he was all for them.
City Manager- City Manager Lampl explained that there were good reasons for the partnership between our department and the County Sheriffs office. He then invited the citizen to meet with the Police Chief for a more in-depth discussion.

Mayor Jim Millirons adjourned the meeting at 8:05 pm.
