Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260. Everyone stood for the Pledge of Allegiance to the flag. Mayor Pro Tem Sorrow gave the invocation.
APPROVAL OF MINUTES: Work Session – February 13, 2007

Mayor Pro Tem Sorrow made a motion to approve the minutes, seconded by Councilman Slaton. The motion passed unanimously.

Mason Barfield.
Mayor Millirons read the following Biography on Mason Barfield:
The man behind the beginning of athletics at Clayton State, H. Mason Barfield was named Clayton State’s first Director of Athletics in 1989 and served as head men’s basketball coach until 1995.
He now oversees the day-to-day growth of all athletic teams and is committed full-time to building a sound athletic program within an environment that emphasizes academic excellence.
In 16 years, Barfield has led the Clayton State athletic program from an fledgling NAIA program featuring just one sport to an NCAA Division II program offering 12 sports at the present time.
Under his leadership, Barfield has built Clayton State athletics into one top programs in the Peach Belt Conference, which is one of NCAA Division II’s most successful leagues. The Lakers have won six conference crowns and had four runner-up finishes since 2000, along with capturing three conference tournament titles and having two conference tournament runner-up finishes. CSU teams have competed in 12 NCAA National Tournaments since 2000 and had more than 20 All-Americas in that span.
Clayton State fielded its first intercollegiate athletic team in men’s basketball during the 1990-91 season. Women’s basketball followed in 1991-92, and men’s soccer took the field in the fall of 1992.
With Clayton State’s intention of making the transition to the NCAA, Barfield oversaw an unprecedented move with the additions of five sports during the 1995-96 academic year, including women’s soccer, men’s and women’s cross country, women’s tennis, and men’s golf. Men’s and women’s track were added in the spring of 1998. Men’s and women’s indoor track will be added in the spring of 2005, increasing the number of Laker sports to 12.
In his five-year coaching career directing the Laker men, Barfield compiled a 74-77 record. His team’s 62 wins in his last three years of coaching was the second highest win total of all four-year colleges in the state of Georgia over that period. Furthermore, his 34-14 record in Georgia Athletic Conference play during those three years was also the best in the conference over that same period of time. He was named Georgia Athletic Conference "Coach-of-the-Year" and Atlanta Tip-Off Club’s "Georgia NAIA Coach-of-the-Year" after leading his 1993-94 Laker team to a 25-7 record, a GAC regular season championship, and a season-ending national NAIA Top-20 ranking.
A native of Hahira, Ga., Barfield starred in both basketball and baseball at Lowndes High School in Valdosta, Ga., and at Alabama Christian Junior College (now Faulkner University) in Montgomery, Ala. His coaching career includes stops at as an assistant men's basketball coach at Kennesaw State during the 1988-89 season, and boy's head basketball coach at Lassiter High School in Marietta from 1985-88. While at Lassiter, he paced the Trojans to the Class AAAA State Semifinals in 1988.
Barfield holds a master’s degree and a bachelor’s degree in health, physical education and recreation from Valdosta State University. He and his wife, Elizabeth, have three sons; Josh, Ryan and Jess.
Councilman Huie made a motion to nominate Mason Barfield as Councilman to fill the unexpired term of former City Councilman Tom LaPorte, seconded by Councilman Sorrow. The motion passed unanimously.
Oath of Office:
Mason Barfield was sworn in as Councilman by the Honorable Frost Ward. His spouse, Elizabeth, held their family Bible while he took his oath of office.
2. Request for approval of application to annex 1265 Mt. Zion Road, Piccadilly.
Councilman Slaton made a motion to approve the petition for annexation, seconded by Councilman Huie. The motion passed unanimously.

Morrow Citizen Sylvia Redic welcomed Mason Barfield to the Council and stated she looked forward to working with him in the future.
Councilman:
Newly appointed Councilman Barfield addressed the Mayor, Council, and citizens with the following statement:
I just want to thank Mayor Millirons and the Council for giving me this opportunity. Morrow has been very good to me and my family since we
moved here years ago. I have worked with many teams in the past and I believe that this team is as qualified as any team I’ve ever been a part of in the short amount of time that I have spent with them. I am very impressed and I feel that my rookie status is well in hand with a great deal of veteran experience here. I feel very confident that they will lead me in the right direction and I will help them as much as I can to continue progress here in Morrow.
Mayor:
Mayor Millirons stated we were very fortunate to have him on the team and welcomed him.
Councilman:
Councilman Huie, jokingly thanked Councilman Barfield for referring to them as veterans instead of old people.
Mayor Jim Millirons adjourned the meeting at 7:59 pm.
