Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260. Everyone stood for the Pledge of Allegiance to the flag. Mayor pro tem Sorrow gave the invocation.
APPROVAL OF MINUTES: Work Session – January 23, 2007
Regular Meeting – January 23, 2007
Mayor pro tem Sorrow made a motion to approve the minutes, seconded by Councilman Slaton. The motion passed unanimously.
PRESENTATION:
1. Mayor Millirons and Katherine Capps presented a 10 year service pin to Sandra Smith of the 911 Communication Center.
2. Mayor Millirons and Chief Baker presented a 10 year service pin and plaque to Jena Honea of the Police Department.
3. Police Chief Jeff Baker of the Morrow Police Department presented the Citizen of the Year plaque to John Williams of Reynolds Nature Preserve, and Volunteer Service pins and plaques to Jack Kirksey and Cee Viola.
NEW BUSINESS:
1. Resolution 2007-05 – Redefining the process for 911 service fees collected since 1989.
Councilman Huie made a motion to approve, Resolution 2007-05 seconded by Councilman Sorrow. The motion passed unanimously.
2. A Resolution
authorizing the Mayor to execute all documentation related to an
intergovernmental agreement between the City of
Councilman LaPorte made a motion to approve authorization, seconded by Councilman Huie. The motion passed unanimously.
3. Due to no Agenda items, the February 20, 2007 Planning and Zoning Board meeting was canceled

Councilman LaPorte’s resignation address:
Greetings! I hope this letter finds you well. I write to you with regrets, though, as I must resign from my position as Councilman in the City of Morrow effective February 13, 2007. However, it is with pride and admiration that I reflect on my time as a citizen and a public servant.
As you know, four generations of my family have called Morrow home. In 1994 I began attending Council meetings as a writer for a local newspaper. I was honored to accept an appointment to the Planning and Zoning Board, and even more so to later be appointed to fulfill John Lampl’s unexpired term on the City Council. On two occasions following that the good people of Morrow elected me to return to serve them as a councilman.
Over the years, our cohesive and progressive council proved to be good stewards of the city’s resources, while at the same time keeping pace with the ever changing world around us. Along that journey we have accomplished much and received many accolades; however, none are greater to me than the experience in leadership with men like you, John Lampl, Virgil Kilby, Virlyn Slaton, Charles Sorrow and Bob Huie.
I recognize it as a distinct privilege
to have served the city and the citizens of Morrow. I must admit that the great

Mayor Millirons stated that he remembered when Councilman LaPorte was
a reporter. He was good and always fair to the City of
Councilman: Councilman
Huie commented that he had sat to the right of Councilman LaPorte since the
beginning and that he would truly be missed by himself and the City of
Mayor Jim Millirons adjourned the meeting at 7:55 pm.
