REGULAR COUNCIL MEETING

February 10, 2004

Mayor Pro Tem Tom LaPorte called the regular meeting of the Morrow City Council to order at 7:30 pm. Mayor Jim Millirons had an excused absence to the meeting. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

 

APPROVAL OF MINUTES:  Work Session (amended) - January 27, 2004

 Regular Meeting (amended) - January 27,

A correction was made to the minutes. Councilman C. R. Huie made the motion to approve the minutes; the motion was seconded by Councilman Charles Sorrow. The motion passed unanimously.

 

 

OLD BUSINESS:

 

None

 

NEW BUSINESS:

 

Item 1: Police Chief Kenny Smith presented Mr. Jim Duckworth with the “Law Enforcement Citizen of the Year Award.” Chief Smith remarked that Mr. Duckworth has “given tirelessly to advance the Police Department’s Mission in the community. Mr. Duckworth is an excellent communicator, a leader in the community, and most importantly a friend.”

 

Mr. Duckworth was very surprised at receiving this award and he expressed his gratitude by saying, “I have lived here for 35 years and I appreciate the opportunity to give something back.”

 

Chief Smith also recognized Bobby Mosteller as the Police Department Employee of the Year. Officer Mosteller was presented with an award at a luncheon earlier in the day. Chief Smith remarked that “Officer Mosteller has been a tremendous asset this past year. He is one of my most respected field training officers. He has risen to all challenges put before him and he is a leader to his peers and supervisors.”

 

Officer Mosteller commented that he appreciated the award. He stated that, "he tries hard, works hard, and tries to do what is expected of him."

 

Item 2:  Mr. Clyde Jeffreys was brought before the Mayor and Council to be appointed as a new member of the Planning and Zoning Board. The motion to accept this appointment was made by Councilman Charles Sorrow, and seconded by Councilman C.R. Huie. The motion was unanimous.

 

Item 4: Second Reading of an Ordinance to amend the City Code of Ordinances as amended, concerning Title 9, Licensing and Regulation, Chapter 2, Alcoholic Beverages, Article B, Licenses, Section 9-2-26, Distance Requirements from Churches and Schools, Section 9-2-27, Annexed Areas; Continuance of Business; Section 9-2-29, Types of Businesses to be Licensed.

 

Councilman Virlyn Slaton made the motion to accept the Ordinance, Councilman C.R. Huie seconded. The motion was unanimous.

 

Item 3:  Stephanie Lucas, a representative of Reynolds Nature Preserve, made a grant request to help fund an annual Earth Day project. The project will take place on April 17, 2004 from 10:00 am until 3 pm. The public along with Elementary aged school children will be educated by visiting of several different venues pertaining to nature and our Earth.

 

Councilman C.R. Huie made a motion to grant $1,000 to Ms. Lucas, the motion was seconded by Councilman Virlyn Slaton, the motion was unanimous.

 

COMMENTS:

 

Citizens-

Carl Boodram, of 5946 Malibu Drive, stated that noise created by barking dogs was a nuisance to him during late night hours. City Manager John Lampl will follow up on this complaint.

Mayor and Council

Mayor Pro Tem Tom LaPorte spoke highly of the efforts of Mr. Jim Duckworth and thanked him for his service to the community.

 

There was no further business, and the meeting was adjourned.
