Mayor Pro Tem Charles O. Sorrow called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Mayor Pro Tem Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                        Work Session – August 14, 2007

                        Councilman Slaton made a motion to approve the minutes, seconded by Councilman Huie. The motion passed unanimously.

  1. City Manager, John Lampl made a presentation congratulating the 2007 Summer Yard Contest Winners.

PROCLAMATION:

1.  A Proclamation honoring Charla Hughes for her good citizenship was presented by Mayor Pro Tem Charles O. Sorrow.

 

OLD BUSINESS:

  1. Ordinance 2007-08 Second reading of an Ordinance to amend the City Code of Ordinances in Title 8, Planning and Development, Chapter 4 Flood Damage Prevention; Providing for designation of flood-prone areas and the managing of their uses; to provide findings; to provide for severability; to repeal conflicting laws, ordinances, and resolutions; to provide an effective date of this ordinance; and for other purposes.

 

Councilman Huie made a motion to pass the ordinance, seconded by Councilman Barfield. The motion passed unanimously.

 

 

  1. Ordinance 2007-09 Second reading of an Ordinance to amend the City Zoning Ordinance by defining certain Zoning Classifications and for administrative changes.

 

Councilman Slaton made a motion to pass the ordinance, seconded by Councilman Huie. The motion passed unanimously.

 

 

NEW BUSINESS:

  1. Ordinance 2007-10: First reading of an Ordinance detailing the process and procedures for entities operating taxi cab companies and those offering car for hire service in the City of Morrow.

 

 

  1. Resolution 2007-15: Resolution to appoint election officials for 2007.

Councilman Slaton made a motion to pass the resolution, seconded by Councilman Barfield. The motion passed unanimously.

 

 

  1. Approval of Surplus Item: Fire Chief Mark Herendeen is requesting the following item be listed as surplus:

1996 Ford Taurus GL #1FALP52U4VA137777

 

Councilman Slaton made a motion to approve the item as surplus, seconded by Councilman Huie. The motion passed unanimously.

 

4.   Request for Variance to the City Sign Code for Kentucky Fried Chicken,

1473 Mt. Zion Road, Ms. Laura L. Scott-Adkins, Cummings, Inc.,

The International Sign Service, Petitioner.

 

Councilman Huie made a motion to approve the variance with the stipulation

that the sign would have to meet City code if it were ever destroyed, the motion failed for lack of a second.

Councilman Slaton made a motion to deny the variance, seconded by Councilman Barfield. The motion passed unanimously.

 

  1. Request for subdivision of property known as Parcel 12-112A-00A-0002, located at 1200 Southlake Mall Morrow’s Downtown Development Authority, Petitioner.  Joyce Bean, Zoning Administrator, Power Point presentation.

 

Councilman Slaton made a motion to approve the subdivision of the property, seconded by Councilman Barfield. The motion passed unanimously.
