Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                        Work Session – August 8, 2006          

                                                                        Regular Meeting –August 8, 2006                    

           

                        Councilman Slaton made a motion to approve the minutes, seconded by Councilman Huie.  The motion passed unanimously.

 

                                   

PUBLIC HEARING:

 

1.      Third Public Hearing for Ordinance 2006-08, to set the millage for calendar year 2006, by establishing the gross millage for maintenance and operation at Ten (10) mils, less the rollback of Five (5) mils for Local Option Sales Tax, leaving a net millage for maintenance and operation purposes set at Five (5) mils.    

 

                                 First Hearing: August 8, 2006 7:30 PM

                                                Second Hearing: August 22, 2006 11:00 AM

                                                Third Hearing: August 22, 2006 7:00 PM

 

 

There were no citizens in attendance for the 11:00 a.m. hearing; however, Mayor Pro Tem Huie read the proposed ordinance.  In view of the fact that there was no one present to participate, the hearing adjourned at 11:05 a.m. 

 

There were no comments from the citizens for the 7:00 p.m. hearing.

 

 

OLD BUSINESS:

 

1.      Second Reading of Ordinance 2006-08 to set the millage for calendar year 2006, by establishing the gross millage for maintenance and

operation at Ten (10) mils, less the rollback of Five (5) mils for Local Option Sales Tax, leaving a net millage for maintenance and operation purposes set at Five (5) mils.  

 

Councilman Sorrow made a motion to approve Ordinance 2006-08, seconded by Councilman Huie. The motion passed unanimously.

   

2.      Second Reading of Ordinance 2006-09 Morrow’s Smoke-free Air Act of 2006.

 

Councilman LaPorte made a motion to approve Ordinance 2006-09, seconded by Councilman Sorrow. The motion passed unanimously.

 

                                   

NEW BUSINESS:                

 

1.      No New Business

 

 

COMMENTS:

Citizens- A volunteer for the American Cancer Society spoke up to say that as a ten year cancer survivor, and having recently lost a friend to lung disease from second hand smoke, how greatly the Society appreciates the Smoke Free Air Act being passed as an Ordinance in the City of Morrow and hopes that other cities will follow the lead.

 

City Manager- City Manager John Lampl spoke to the audience stating that the City had recently purchased a foreclosed piece of property located at 6270 Graceland Circle. The building has been removed and the land will now enable the City to tie into the Path System and ultimately Daniel Park. Mr. Lampl thanked Jeff Eady and the Public Works Department, the Fire Department, Code Enforcement and all others who helped with the project.

 

Mayor- Mayor Jim Millirons made comments on the Local Option Sales Tax and its effects on the City’s millage rate. It was noted that the City of Morrow and the other Cities of Clayton County have been in discussion about the distribution of funds from L.O.S.T. Mayor Millirons stated the City of Morrow, being a small City, was out-voted a few years back and sustained heavy losses in unfair distribution. He also stated the City has had to be resourceful in making up for the lost money and also advised the discussions are not yet over. The Mayor said he is hopeful that the City will succeed in recovering some of the L.O.S.T funds enabling the millage rate to be rolled back accordingly.
