Mayor Pro Tem C. R. Huie called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                        Work Session –                        July 25, 2006  

                                                                        Regular Meeting –                    July 25, 2006

                                                           

           

                        Councilman Sorrow made a motion to approve the minutes, seconded by Councilman LaPorte. The motion passed unanimously.

 

 

PUBLIC HEARING:

                                   

 

1.      Public Hearing for Ordinance 2006-08, to set the millage for the calendar year 2006, by establishing the gross millage for maintenance and operation at Ten (10) mils, less the rollback of Five (5) mils for Local Option Sales Tax, leaving a net millage for maintenance and operation purposes set at Five (5) mils.    

           

                        City Manager John Lampl stated that in this year’s new budget, the Mayor and Council approved two additional Police Officers, two additional Paramedics, and four positions for the Public Works Department. Additionally, the City will build a new second Fire Station behind the Southern Bonding warehouse located near Meadowbrook Lane and Mt. Zion Road

 

PRESENTATION:   

 

 

1.   Chief Baker of the Morrow Police Department recognized his department and the staff that made it possible to receive the Recertification award at the Annual Chiefs Conference in Savannah. The Department was one of only nine agencies in the state of Georgia to receive the award and recertification.

                       

                        Mayor Pro Tem C. R. Huie commented that he had the honor of going with the team to Savannah and added that it was announced there were 700 agencies eligible in the State of Georgia for this award. The Morrow Police Department is within the 17% of agencies to be certified.

 

                                   

 

OLD BUSINESS:

 

 

1.      Second Reading of Ordinance 2006-07 amending Title 5 Public Works: Chapter 2. Solid Waste Collection, Article A. Collection of Residential Refuse, Section 5-2-5 Preparation and storage of acceptable refuse, Letter (B) Place of collection; Backdoor Service, Number (1) Number (3) and Number (4).

 

City Manager John Lampl commented that this ordinance will no longer allow for trash to be placed in paper bags. However, the number of bags a resident can place for pick up will now be fifteen instead of five. Mr. Lampl also explained that the ordinance will expand the diameter and length of limbs left to be shredded to six feet long and six inches wide, due to larger equipment that can now handle these larger pieces.

 

Councilman Slaton made a motion to approve Ordinance 2006-07, seconded by Councilman Sorrow. The motion passed unanimously.

 

                                   

 

NEW BUSINESS:

2.      First Reading of Ordinance 2006-09 Morrow’s Smoke-free Air Act of 2006.

 

 

3.      Approval of petition to annex certain properties on Pershing Way, Lake Harbin Road, Pleasant Valley Drive, Pinecrest Drive, and Argonne Drive.

 

Councilman Sorrow made a motion to approve the petition, seconded by Councilman Slaton.  The vote to approve was unanimous.

 

 

4.      Approval from Mayor and Council authorizing a contract between the Georgia Department of Revenue and the City of Morrow.

 

Councilman LaPorte made a motion to approve the authorization of the contract, seconded by Councilman Slaton.  The vote to approve was unanimous.

 

 

5.      Due to no Agenda items, the August 15, 2006, Planning and Zoning Board meeting is canceled.

        

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Councilman Sorrow adjourned the meeting at 7:55 pm.
