Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m. The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.
Everyone stood for the Pledge of Allegiance to the flag. Councilman Sorrow gave the invocation.
APPROVAL OF MINUTES: Work Session - April 13th, 2004
Regular Meeting - April 13th, 2004
Councilman Sorrow made the motion to approve the minutes as written, seconded by Councilman Slaton. The motion passed unanimously.
OLD BUSINESS:
Item 1: Second Reading: Ordinance establishing stormwater management regulations for post-development of new development and redevelopment (2004-05)
Councilman Sorrow made the motion to approve, seconded by Councilman Slaton. The motion passed unanimously.
Item 2: Second Reading: Ordinance integrating floodplain and stormwater management during land development process (2004-06)
Motion to approve was made by Councilman Huie, Councilman LaPorte seconded the motion. Vote to approve was unanimous.
Item 3: Second Reading: Ordinance providing for the preservation of open space and greenspace for watershed protection and the nonstructural management of stormwater runoff (2004-07)
Councilman LaPorte made the motion to approve, seconded by Councilman Huie. The motion passed unanimously.
Item 4: Second Reading: Ordinance giving authority to deal with illicit discharges occurring due to illegal dumping or illegal connections to the storm water drainage system (2004-08)
Motion to approve was made by Councilman Sorrow, seconded by Councilman Slaton. Vote to approve was unanimous.
Item 5: Second Reading: Litter Control Ordinance (2004-09)
Councilman Sorrow made the motion to approve, seconded by Councilman Huie. The motion passed unanimously.
Item 6: Second Reading: Stream Buffer Protection Ordinance (2004-10)
Motion to approve was made by Councilman Slaton, seconded by Councilman Huie. Vote to approve was unanimous.

New Business:
Item 1: Service Pin Presentation by Mayor Millirons to Ken Scanlon - 10 years- Fire Department
Mayor Jim Millirons presented Ken Scanlon with a service pin and expressed his appreciation for Ken’s hard work and dedication.

The West Side First Place winner, West Side Second Place winner, as well as the East Side Second Place winner could not be present. Their awards will be delivered. However, the winners of the East Side First Place and the winners of the Hall of Fame were able to attend the award presentation. They proudly accepted their awards presented by Mayor Jim Millirons. They then posed for pictures taken by the City’s Economic Developer Ben Mance. Congratulations to all the winners.
Item 3: Recognition of Master Gardener judges: Karen Isaacson, Linda Martin, Diana Ballard
Mayor Jim Millirons thanked the Master Gardener judges for taking time out of their busy schedules to be a part of the 2004 Attractive Yard Contest. They were not present at the meeting due to a conflicting meeting.
Item 4: LARP Contracts
City Manager John Lampl announced the City streets to be resurfaced under this contract: Argonne Drive, Rickenbacker Circle, and York Road.
Councilman Sorrow made a motion to approve, seconded by Councilman LaPorte. The motion then passed unanimously.
Item 5: 2004 Salary Schedule
Motion to approve was made by Councilman Slaton, seconded by Councilman Sorrow. The motion passed unanimously.
Item 6: Tuition Reimbursement Policy 6.13
Mr. Lampl explained that effective April 27, 2004, to be eligible for tuition reimbursement, an employee must have completed one year of service with the City and shall remain in the City’s employ for at least 24 months following completion of course work due to a rise in education expenses.
Councilman Huie made a motion to approve the Policy as written; it was then seconded by Councilman Slaton. Vote to pass was unanimous.
Item 7: Pond and Co. Contract
The Pond and Co. Contract is a proposal submitted by Pond & Company to provide engineering services for the City of Morrow Parking LCI project. This project addresses the design, production of biddable construction documents, and construction administration for development of a 200 space multistory parking deck.
Motion to enter into the contract was made by Councilman Sorrow, seconded by Councilman Slaton. The motion passed unanimously.
Item 8: Progress Report - Governor’s Office of Highway Safety Grant
Mr. Lampl informed the public that in December 2003, the City of Morrow received a grant of $16,000 from the Governor’s Office of Highway Safety for radar trailers. Barbara Jones, from the Governor’s Office, came to Morrow to perform an audit of the grant. The audit reflected enthusiasm for Morrow’s administration of grant funds. The City is required to inform the public of the grant’s progress at every council meeting.
COMMENTS:
Citizens - Jim Morris requested a side meeting with Mayor Millirons and City Manager Lampl regarding an old Kiwanis Plaque.
City Manager – Mr. Lampl expressed his appreciation to those who participated in the 2004 Attractive Yard Contest.
Mayor and Council – Councilman LaPorte congratulated Ken Scanlon for his 10 years of service. In addition, he and Councilman Huie thanked Public Works Director Jeff Eady for his hard work on the stormwater management project.
There was no further business; Mayor Jim Millirons adjourned the meeting at 7:55 P.M.
