Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA, 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Mayor Pro Tem Sorrow gave the invocation.

 

 

APPROVAL OF MINUTES:                        Work Session – April 10, 2007           

                                                                        Regular Meeting – April 10, 2007

                                                                       

                        Councilman Sorrow made a motion to approve the minutes, seconded by Councilman Huie. The motion passed unanimously.

 

 

PUBLIC HEARING:

 

It is the intention of the City of Morrow to annex property by the 100% Method at the location of 1265 Mount Zion Road, Tax Map Number 12-112-00A-0003, pursuant to 36-36-20 through 36-36-23 of the Official Code of Georgia Annotated. The proposed land use of the property upon annexation will be commercial with a zoning classification of BG (General Business).

2.            Katherine Capps provided a look at the past and present Day in the Park and invited all citizens to come out and enjoy this year’s fun and games.

 

 

OLD BUSINESS:

 

 

  1. Second Reading of Ordinance 2007-02 - An Ordinance to amend the City Code of Ordinances in Title 8, Planning and Development, Chapter 4 Flood Damage Prevention; Providing for designation of flood-prone areas and the managing of their uses; to provide findings; to provide for severability; to repeal conflicting laws, ordinances, and resolutions; to provide an effective date of this ordinance; and for other purposes.

 

Ordinance 2007-02 was deferred until the next Council meeting.

           

  1. Second Reading of Ordinance 2007-03 -for the annexation of property located at 1265 Mount Zion Road, as described above.

 

Councilman Huie made a motion to adopt Ordinance 2007-03, seconded by Councilman Sorrow.  The motion passed unanimously.

 

 

NEW BUSINESS:

 

 

  1. Resolution 2007-08 – to approve an Intergovernmental Agreement between the City of Morrow and Morrow Downtown Development Authority.

 

Councilman Slaton made a motion to approve, Resolution 2007-08 seconded by Councilman Sorrow. The motion passed unanimously.

 

  1. Resolution 2007-09 – to approve the sale of Macy’s property to the Morrow Downtown Development Authority.

 

Resolution 2007-09 was deferred until the next Council meeting.

 

 

  1. Resolution 2007-10 – to amend the Urban Redevelopment Plan.

 

Councilman Sorrow made a motion to approve, Resolution 2007-10 seconded by Councilman Slaton. The motion passed unanimously.

 

        

COMMENTS:

Citizen - Beautiful yard contest winner Dennis Bryan, stated: I have lived in this City for 41 years and I will live here until I die. I wanted my wife to be here but she is not feeling well and could not come. I have a beautiful family and I love this City. I appreciate all that you do keep this City looking pretty. I appreciate everyone who works hard in this City and makes it the City that it is.

 

                        Mayor Jim Millirons adjourned the meeting at 8:20 pm.
