REGULAR COUNCIL MEETING

Mayor Jim Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.

 

Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

APPROVAL OF MINUTES:     Work Session     - March 23, 2004

                                                   Regular Meeting - March 23, 2004

 

Councilman Sorrow made the motion to approve the minutes as written, seconded by Councilman Huie.  The motion passed unanimously.

 

OLD BUSINESS:

NEW BUSINESS:

 

Item 1:  Presentation of employment service pins

 

 

 

Mayor Millirons said it was a pleasure to present 20-year service pins to Police Department employees Judy Pristavec and Captain Hal White.

 

Item 2:  Jeff Eady Power Point presentation of Stormwater

              Management Ordinances

 

Jeff Eady explained The Metropolitan North Georgia Water Planning District was put into place by Governor Barnes in 2001.  Specifically to come up with long-term (30 years) plans for water related issues - stormwater, wastewater, water supply, watershed.  A consistent stormwater management program is required of fifteen counties in the metropolitan Atlanta area. This involves six ordinances having the first reading tonight.

 

Item 3:  First Reading: Ordinance establishing stormwater                     

             management regulations for post-development of new                       

             development and redevelopment   

 

Item 4:  First Reading: Ordinance integrating floodplain

management with stormwater management during the land    development process 

 

Item 5:  First Reading: Ordinance providing for the preservation

    of open space and greenspace for watershed protection and

    the nonstructural management of stormwater runoff 

 

Item 6:  First Reading: Ordinance giving authority to deal

              with illicit discharges occurring due to illegal dumping or

              illegal connections to the storm water drainage system

 

Item 7:  First Reading: Litter Control Ordinance

 

Item 8:  First Reading: Stream Buffer Protection Ordinance

 

Item 9:  Resolution 2004-4 giving Mayor the authority to sign

              intergovernmental update certification for the Service 

              Delivery Strategy

 

Motion to approve by Councilman Sorrow, seconded by Councilman Slaton.  Vote to approve was unanimous.

 

Item 10:  Acceptance of petition for annexation - portions of

      Reagan Chase subdivision and surrounding area

 

City Manager John Lampl explained this is approximately eighty acres, with approximately seventy acres undeveloped.  The land lies between Lake Harbin Road and Old Rex Morrow Road.  

 

Councilman Sorrow made a motion to accept the petition, Councilman Huie seconded, and the vote to accept was unanimous. 

 

Item 11:  Update on the progress of Governor’s Office of Highway

               Safety grant

 

City Manager noted that in December of 2003, the Morrow Police Department was awarded $16,000.00 from the Governor’s Office of Highway Safety to purchase a radar trailer.  The grant award requires progress reports to be presented at council meetings through the grant’s lifecycle.

 

The following information highlights some of the required grant activities and the trailer’s current status:

 

·        The trailer is currently undergoing repairs because the unit lost its memory.

·        Police officers continue to interface with the community discussing safe driving practices including speeding, car seats, and seat belts.

·        On March 31st, Officer Rice Meehan attended the Governor’s official kick off for National Alcohol Awareness Month.

 

COMMENTS:

Citizens -  Two residents of John Robert Drive complained of a constant ringing of a telephone that no one could find the location of.
