Mayor Millirons called the regular meeting of the Morrow City Council to order at 7:30 p.m.  The meeting took place in the Council Chambers of the Morrow Municipal Complex, 1500 Morrow Road, Morrow, GA 30260.  Everyone stood for the Pledge of Allegiance to the flag.  Councilman Sorrow gave the invocation.

 

 

 

APPROVAL OF MINUTES:           Work Session            -  March 22, 2005     

                                                            Regular Meeting        -  March 22, 2005

 

Councilman Slaton made the motion to approve the minutes as written, seconded by Councilman Sorrow.  The motion passed unanimously.

 

PUBLIC HEARING:

 

A public hearing was held before the regular council meeting commenced to address the items targeted for purchase through the Justice Assistance Grant (JAG).

 

The Morrow Police Department will submit a grant for $10,076 to the Bureau of Justice Assistance. This money will purchase digital in car cameras for three patrol cars enhancing officer safety, training capability, officer accountability and safeguard the department against liability.

 

There were no comments from the public.

 

OLD BUSINESS:         

 

Item 1: Second Reading of an Ordinance 2005-(02) amending the 1986 Zoning Ordinance of the City of Morrow, Georgia, as amended, concerning Article VI, General Provisions, Sections 601-605; Article VII Exceptions, Modifications and Encroachments, Sections 701-708; Article VIII, Application of District Regulations, Sections 801-816; Article IX, Schedule of District Regulations, Sections 901-902A, and 905A; Article XII, Parking and Loading, Section 1202 and for other purposes.

 

Councilman Huie made the motion to approve the ordinance, seconded by Councilman Sorrow. The motion passed unanimously.

 

 

NEW BUSINESS:

 

 

Item 1:           The Proclamation for  “National Telecommunicator’s Week” April 10-16, was read by the Mayor and presented to Katherine Capps,   Director of Emergency Communications.

 

 

Item 2:           Resolution 2005-03 adopting neighborhood fencing standards referenced in Ordinance 2005-(02) for the City of Morrow.

 

Councilman LaPorte made the motion to approve the Resolution, seconded by Councilman Huie. The motion passed unanimously.

 

 

Item 3:           Resolution 2005-04 adopting the updated Comcast Franchise Agreement, presented by Andy Macky.

 

Councilman Huie made the motion to approve the Resolution, seconded by Councilman Sorrow. The motion passed unanimously.

 

 

Item 4:           Fraternization Policy replacing any existing policy which may be contrary in nature.

                       

Councilman Sorrow made the motion to adopt the policy, seconded by Councilman Slaton. The motion passed unanimously.

 

 

Item 5:           Contract authorization for the annual renewal of property and liability coverages with Georgia Interlocal Risk Management Agency (GIRMA).

 

Councilman Sorrow made the motion to approve the contract, seconded by Councilman Slaton. The motion passed unanimously.

 

 

 

Item 6:           Seized property and vehicles declared surplus property, granted by the Judge of the Superior Court of Clayton County, and Chief Charlie Sewell, or his designated representative, is authorized to dispose of the property in keeping with applicable laws.

Councilman Sorrow made the motion to approve the contract, seconded by Councilman Huie. The motion passed unanimously.

 

 

 

COMMENTS:

 

Citizens -                 

Danny Rudd referred to a Comcast issue at a local office complex.

 

Ms. Brooks, mother of Communications Officer Amanda Brooks, presented the Communications Department with a cake in honor of National Telecommunicator’s Week.

 

Mayor and Council -         

 

Councilman LaPorte thanked the Emergency Communications employees for their service and dedication.
