Aggressive traffic has been determined to be one of the leading causes of death and serious injury crashes on the roadways of Georgia. Speeding and drunk driving are among the worst behaviours.

To address these and other highway safety problems the Georgia Governor's Office of Highway Safety created a multi-jurisdictional task force to address aggressive and impaired driving in Georgia. Originally, three officers from six counties and the City of College Park and the City of Atlanta came together to form a team of twenty-four officers to form H.E.A.T. Since this formation, the H.E.A.T. (Highway Enforcement of Aggressive Traffic) team has continued to grow with agencies being added across the state each month.

In October of 2006 the Morrow Police Department received a grant from the Governor’s Office of Highway Safety to start a H.E.A.T. unit. There are currently H.E.A.T. Teams in 26 different Georgia law enforcement agencies, and the Georgia State Patrol.


This H.E.A.T. grant allowed the Police Department to purchase two new vehicles, Dodge Chargers, and fully equip them to fulfil a traffic enforcement role in the City. The vehicles have state-of-the-art digital cameras onboard to record traffic violations and investigations.
These cameras serve to document evidence for court as well as protect the officer and the department from liability. They are equipped with a radar unit that is capable of tracking vehicles approaching or receding in the front and rear simultaneously. The vehicle is also equipped with a variety of tools to assist the officer in enforcing City ordinances as well as State law related to traffic safety.


H.E.A.T. is designed to educate the public and enforce laws related to impaired and aggressive driving. Each officer is armed with materials to educate Georgia citizens about our laws related to aggressive and impaired driving. Education and enforcement must go hand in hand if we are to be successful in reducing the number of crashes, fatalities and injuries on our highways.

Morrow's H.E.A.T. unit is out and about patrolling the roadways to keep you safe from aggressive and impaired drivers. Formed out of many different jurisdictional agencies across the state, the H.E.A.T. team is the elite force of law enforcement agents dedicated to the citizen drivers of Georgia.
