Administration
On February 28, 2006, The City of Morrow’s Mayor and Council named Jeff Baker as the Chief of Police.
Chief Baker has nearly twenty years law enforcement experience. He served as the Captain over the Uniform Patrol Division when he
joined the Morrow Police Department in September 2005. Chief Baker has previous experience as a SWAT Team Commander and is a graduate
of the National Tactical Officers Association SWAT Commanders School. He has over fourteen years of experience in tactical operations.
He was a supervisor with the Rockdale County Sheriff’s Office in the Uniform Patrol Division, COPS Division and Commander of the
Narcotics & Vice Unit. Chief Baker has previously served as the Chief Investigator of the Rockdale County Juvenile Court, as a
Lieutenant in Investigations for the Griffin Judicial Circuit District Attorney’s Office, a Special Agent in narcotics, and as a Crime
Scene Investigator.
Chief Baker received his Bachelor’s Degree in Criminal Justice from Mercer University’s School of Education. He is a graduate of Class
17 of the Georgia Law Enforcement Command College where he received his Master’s Degree in Public Administration from Columbus State
University. He also attended Command College to complete the Professional Management Program. He is certified by the state as a
Senior Instructor as well as a Defensive Tactics Instructor. Chief Baker has received both his Green Belt and Black Belt Certification
in Six Sigma from Kaplan University.
He is involved in his community in a number of organizations as well as a host of professional associations and law enforcement
committees. Chief Baker is the past elected District 10 Representative for the Georgia Association of Chief of Police. District 10
includes Fulton, Heard, Coweta, Fayette, Clayton, Spaulding, Henry, Rockdale, Newton and Butts Counties.
Ms. Laura Troutt serves as Administrative Assistant to Chief Jeff Baker. Ms. Troutt serves in a unique capacity in that she oversees
the Records Department as well as the administrative functions of the executive office. Ms. Troutt is responsible for compiling
periodic and special reports for the Chief, as well as ensuring monthly UCR is reported. She ensures HIPPA requirements are met and all
Open Records Requests are responded to within the timeliness and accuracy guidelines of the State of Georgia Open Records Act. Ms.
Troutt also monitors departmental expenditures in order to meet department budgetary requirements and manages the Morrow Police
Department payables.
