The Office of Professional Standards is responsible for the Morrow Police Department's training programs, CALEA Accreditation, State Certification, support in internal affairs investigations, maintenance and security of GCIC operations, security of Municipal Court, supervision of the Code Enforcement Unit, and of Special Events.


Lieutenant Wayne Butler
Commander, Office of Professional Standards

Lieutenant Butler began his career with the Morrow Police Department in July 1995. Since then he has been assigned to the Uniform Patrol Division, Special Service Division and the Criminal Investigation Division. Lieutenant Butler was then promoted and was assigned to the Criminal Investigation Division as a supervisor. During Lieutenant Butler’s time supervising the Division. He completed the Computerized Voice Stress Analysis Examiner Course, as well as several other investigative courses. Lieutenant Butler holds a Georgia P.O.S.T. Field Training Officer, Intermediate, Advanced and General Instructor Certification. He is also a Nationally Certified D.A.R.E. and G.R.E.A.T. Instructor. Lieutenant Butler holds a Bachelors and Associates Degree from Saint Leo University, where he graduated Cum Laude. He is currently working on his Masters Degree at the Georgia Law Enforcement Command College (Columbus State University). Lieutenant Butler is also a member of the US Army Reserve - 307th MP Detachment (CID) holding a Special Agent Position (31D). Detective David Schiff
Detective, Office of Professional Standards

Detective David Schiff is assigned to the Office of Professional Standards. His primary duties are to conduct background investigations, in-service training, assist with certain criminal investigations, and work on administrative projects. In addition he gives presentations to community schools and businesses on personal safety. He joined the Morrow Police Department in 2007. Schiff began his career in law enforcement as a pre-release counselor for the Department of Justice, Bureau of Prisons at the Atlanta Federal Penitentiary. He then worked with the Gwinnett County Police department as a Reserve Officer in Uniform Patrol; and then with the Georgia Bureau of Investigation as special agent, Director of Training, Executive Officer to the Director, grant writer, and pilot. While with the GBI, Schiff was appointed to the Governor’s Commission on Criminal Justice Standards and Goals. Detective Schiff has worked with Sheriff’s Offices and city police departments as a reserve peace officer and instructor. He has also worked with a city police department as the crime analyst. He holds a P.O.S.T. senior law enforcement instructor rating and has taught in police academies, several law enforcement agencies, and Universities. He holds law enforcement instructor designations in Defensive Tactics, Pressure Point Control Tactics, Chemical Weapons, Management of Aggressive Behavior for Public Safety Officers, Verbal Judo® (expired), Rape Prevention, and Basic Defense of Edged Weapons. Schiff holds a Bachelor’s of Science from Georgia Tech and a Master’s of Arts in Counseling Psychology from Argosy University. He has training in hostage negotiations, criminal profiling, intelligence analysis, and psychological fitness for duty evaluations. Det. Schiff consults in police psychology, is a certified rape crisis counselor, crisis intervention team officer, and volunteers as a peer counselor for public safety officers.

The Morrow Police Department is currently a Georgia Association of Chief’s of Police Certified Agency. The Morrow Police Department has been certified since 2001. State Certification is a progressive and time-proven way of helping law enforcement agencies calculate and improve their overall performances. The foundation of certification lies in the promulgation of standards containing a clear statement of professional objectives. Participating agencies conduct a thorough self-analysis to determine how existing operations can be adapted to meet these objectives. When the procedures are in place, a team of trained assessors verifies that applicable standards have been successfully implemented. The process culminates with a decision by a joint executive committee that the agency has met the requirements for certification.

Certification status represents a significant professional achievement. Certification acknowledges the implementation of policies and procedures that are conceptually sound and operationally effective. The Morrow Police Department has been certified since 2001.




Training is an important aspect for officers to keep abreast of concerning current trends and case law. The Morrow Police Department offers specialized and general training at the department.

Every officer in the department is given the opportunity to attend DUI Detection and Standardized field sobriety training. Over 80% of the officers employed with the Morrow Police Department are now certified to properly conduct the advanced DUI detection processes learned in this training. This training has enabled our department to increase the number of DUI arrests by over 112% in 2007. Every officer in the department is given the opportunity to attend training to receive the radar speed detection certificate and Lidar (laser) speed detection certificate. Officers also received training in high liability areas such as OC Spray and firearms. All personnel receive National Incident Management System. Several officers are enrolled in the Professional Management Program and Command College through Columbus State University.

As a resident of the City of Morrow, Martha Tracy began hosting the neighborhood PROUD meetings at her home. She was hired by the City in April of 2004 as Morrow’s first fulltime Code Enforcement Officer. Her professional background includes property operations and corporate fraud investigation. Her duties include code compliance enforcement as well as addressing animal control issues and performing taxi inspections. Ms. Tracy also assists City personnel regarding license and permit compliance, sign code violations and redevelopment requirements.


Volunteers in Policing Services

Since September 11, 2001, the demands on state and local law enforcement have increased dramatically. As a result, already limited resources are being stretched further at a time when our country needs every available officer out on the beat. The City of Morrow Police Department is turning to civilian volunteers to supplement their sworn force. These vital efforts will receive new support through the Volunteers in Police Service Program (VIPS). VIPS draws on the time and considerable talents of civilian volunteers and allows law enforcement professionals to better perform their frontline duties.

Cee Viola - Volunteer Coordinator The Program will provides resources to assist local law enforcement officials by incorporating community volunteers into the activities of the law enforcement agency, including a series of best practices to help state and local law enforcement design strategies to recruit, train, and utilize citizen volunteers in their departments.

The Morrow Police Department Reserve Unit consists of volunteers that are Georgia POST Certified Police Officers. These Officers volunteer in many functions of the police department. All reserve officers must meet the same qualifications as full time personnel. Morrow Police Department Reservist volunteered over 2,000 hours to the City of Morrow last year.
