Special Services Division

The Special Services Division is responsible for the Morrow Police Department's training programs, CALEA Accreditation, State Certification, support in internal affairs investigations, maintenance and security of GCIC operations, security of Municipal Court, and Special Events.

Captain Wayne Butler, Commander Special Services Division

Captain Butler began his career with the Morrow Police Department in July 1995. Since then he has been assigned to the Uniform Patrol Division, Criminal Investigation Division and the Office of Professional Standards. Captain Butler is currently assigned as Special Services Division as a Division Commander. During Captain Butler’s time supervising these Divisions. He completed the Computerized Voice Stress Analysis Examiner Course, as well as several other investigative courses. Captain Butler holds a Georgia P.O.S.T. Field Training Officer, Intermediate, Advanced, Supervision, Management, Department Training Officer and General Instructor Certification. He is also a Nationally Certified D.A.R.E. and G.R.E.A.T. Instructor.

Captain Butler holds a Bachelors and Associates Degree from Saint Leo University, where he graduated Cum Laude. He also holds a Master’s Degree in Public Administration from Columbus State University in Columbus Georgia. Captain Butler is a graduate of the Georgia Law Enforcement Command College, Class #40. Detective David Schiff, Detective, Special Services Division

Detective David Schiff is assigned to the Special Services Division. His primary duties are to conduct background and internal investigations, department training officer, conduct in-service training, assist with certain criminal investigations, and work on administrative projects. In addition he gives presentations to community schools and businesses on personal safety. He joined the Morrow Police Department in 2007. Schiff began his career in law enforcement as a pre-release counselor for the Department of Justice, Bureau of Prisons at the Atlanta Federal Penitentiary. He then worked with the Gwinnett County Police department as a Reserve Lieutenant in Uniform Patrol; and then with the Georgia Bureau of Investigation as special agent, Director of Training, Executive Officer to the Director, grant writer, and pilot. While with the GBI, Schiff was appointed to the Governor's Commission on Criminal Justice Standards and Goals. Detective Schiff has worked with Sheriff's Offices and city police departments as a reserve peace officer and instructor. He has also worked with a city police department as the crime analyst. He holds a P.O.S.T. senior law enforcement instructor certification and department training officer certification.

He has taught in police academies, several law enforcement agencies, and Universities. He holds law enforcement instructor designations in Defensive Tactics, Pressure Point Control Tactics, Firearm Instructor, Chemical Weapons, Management of Aggressive Behavior for Public Safety Officers, Verbal Judo® (expired), Rape Prevention, and Basic Defense of Edged Weapons. Schiff holds a Bachelor's of Science from Georgia Tech and a Master's of Arts in Counseling Psychology from Argosy University. He has training in hostage negotiations, criminal profiling, intelligence analysis, and psychological pre-employment and fitness for duty evaluations. Det. Schiff consults in police psychology, is a certified rape crisis counselor, crisis intervention team officer, and volunteers as a peer counselor for public safety officers.

Sergeant Max Tran, Supervisor, Special Services Division

Sgt. Tran's law enforcement career started at the Morrow Police Department as a patrol officer in 2004. Officer Tran graduated from Clayton County Regional Law Enforcement Academy, Class #192. Officer Tran has served as a Police Officer, Field Training Officer, Special Operations Officer, H.E.A.T. Unit Officer, C.O.P.P.S Unit Officer, and C.I.D. Detective.

Sgt. Tran received his Bachelor's Degree in Computer Science and Master of Business Administration in Managerial Science from Georgia State University, where he graduated Cum Laude.

Volunteers in Policing Services

Since September 11, 2001, the demands on state and local law enforcement have increased dramatically. As a result, already limited resources are being stretched further at a time when our country needs every available officer out on the beat. The City of Morrow Police Department is turning to civilian volunteers to supplement their sworn force. These vital efforts will receive new support through the Volunteers in Police Service Program (VIPS). VIPS draws on the time and considerable talents of civilian volunteers and allows law enforcement professionals to better perform their frontline duties.

The Program will provides resources to assist local law enforcement officials by incorporating community volunteers into the activities of the law enforcement agency, including a series of best practices to help state and local law enforcement design strategies to recruit, train, and utilize citizen volunteers in their departments.

Training

Training is an important aspect for officers to keep abreast of concerning current trends and case law. The Morrow Police Department offers specialized and general training at the department.

Every officer in the department is given the opportunity to attend DUI Detection and Standardized field sobriety training. Over 80% of the officers employed with the Morrow Police Department are now certified to properly conduct the advanced DUI detection processes learned in this training. This training has enabled our department to increase the number of DUI arrests by over 112% in 2007. Every officer in the department is given the opportunity to attend training to receive the radar speed detection certificate and Lidar (laser) speed detection certificate. Officers also received training in high liability areas such as OC Spray and firearms. All personnel receive National Incident Management System. Several officers are enrolled in the Professional Management Program and Command College through Columbus State University.
